Public Local Inquiry

A Public Local Inquiry will be required to address any unresolved objections received to the Finalised Local Plan. This is a process whereby a Scottish Executive Inquiry Reporter hears evidence from objectors and the Council on unresolved matters and makes recommendations on the content of the Local Plan on this basis.

This process will take place after the end of the objection period on the Finalised East Lothian Local Plan 2005 and after the Council has had the opportunity to review and negotiate on any objections received to the Plan content.

In November of 1996 three members of HADAS appeared at a public enquiry into the East Lothian Local Plan. We submitted three objections:

E012 – Planning Authority is failing to set sufficiently high standards of design in dealing with planning applications for new development within Haddington and Gifford. Design Guidance should be published and design briefs prepared for key sites.

E013 – Planning Authority is failing to recognise

  1. the link between land use decisions and the generation of traffic
  2. the importance of the impact of traffic growth on environmental quality in particular the deterioration of a fine mediaeval burgh and road safety.

E014 – Planning Authority is failing to take a holistic view of Haddington Town Centre. HADAS is of the view that the current re-active stance is not adequate and that the Planning Authority should be more pro-active in managing and protecting the town centre.
