SPPs and NPPGs

Statements of Scottish Executive policy contained in SPPs and Circulars may be material considerations to be taken into account in development plan preparation and development control.

Existing National Planning Policy Guidelines (NPPGs) have continued relevance to decision making, until such time as they are replaced by a SPP. The term SPP should be interpreted as including NPPGs.

The Scottish Executive web site is a major resource for planning documentation and regulations.

The planning system provides a statutory framework within which the quality of towns, cities and countryside can be shaped and protected.

The Executive is responsible for developing building regulations which are designed to safeguard people in and around buildings, promote energy conservation and ensure the accessibility and usability of buildings by all people.

It also offers construction procurement guidance and technical advice for government departments and other bodies.
